House Approves Long-Term Extension for Money Follows the Person

This week, the House passed a 4.5-year extension for the Medicaid Money Follows the Person (MFP) program. The bipartisan EMPOWER Care Act (H.R. 3253) was adopted by a bipartisan vote of 371-46. If your Representative voted for this bill, please consider thanking them for supporting MFP reauthorization. Advocacy efforts must now turn to the Senate where there is not yet a companion bill to the House-passed measure.

MFP is a Medicaid demonstration program that provides assistance to help older adults and people with disabilities transition out of institutional settings back to the community. Since 2005, the bipartisan MFP program has been instrumental in helping 85,000 older adults and people with disabilities transition from institutional to community settings. However, long-term funding for the program expired in 2016, and since then lawmakers have passed a series of short-term, limited funding bills for MFP. Advocates (including n4a) and lawmakers have been working to promote bipartisan efforts in the House and the Senate to provide additional funding for states to continue rebalancing their Medicaid long-term services and supports (LTSS) programs. Ongoing funding is essential to maintain and expand upon the success of MFP.
